What is an ATO payment plan?
An ATO payment plan is an arrangement to pay an outstanding tax debt in smaller amounts, usually weekly, fortnightly or monthly. The ATO describes payment plans as instalments spread over the shortest possible fixed period. Approval is not automatic, and the terms depend on the account, debt, payment history and taxpayer’s circumstances.
Instalments Over Shortest Fixed Period
An ATO payment plan is an arrangement to pay an outstanding tax debt in smaller amounts, usually weekly, fortnightly or monthly.
The ATO describes payment plans as instalments spread over the shortest possible fixed period. Approval is not automatic, and the terms depend on the account, debt, payment history and taxpayer’s circumstances.
General Interest Charge (GIC) Continues
A payment plan does not change the tax originally assessed. General interest charge (GIC) generally continues to accrue on the unpaid balance and compounds daily.
From 1 July 2025, GIC and shortfall interest charge incurred on or after that date are not tax deductible. The rate changes quarterly, so the current cost should be checked rather than stated as a fixed percentage.
Ongoing Tax Obligations Must Be Met
Future tax debts must still be paid in full and on time. Where income tax and activity statement debts are held in different accounts, separate plans may be required.
A plan for old debt therefore needs to leave enough cash for new BAS, PAYG, income tax and other obligations.
Statutory Change: Non-Deductibility of GIC (From 1 July 2025)
From 1 July 2025, General Interest Charge (GIC) and Shortfall Interest Charge (SIC) incurred on or after that date are not tax deductible. Taxpayers can no longer offset interest costs against assessable income, underscoring the vital importance of paying down tax debt through disciplined, well-structured plans.
When should you seek help?
Contact the ATO or your accountant before the due date if you know you cannot pay in full. If the debt is already overdue, early review can help clarify notices, confirm the balance and assess a sustainable arrangement. Delay may increase interest and the risk of recovery action.
Act Before Due Dates Expire
Proactively requesting a plan before a debt defaults maintains a positive compliance record on ATO client profiling systems.
If the debt is already overdue, early review can help clarify notices, confirm the balance and assess a sustainable arrangement. Delay may increase interest and the risk of recovery action.
Never Agree to an Unaffordable Instalment
Do not promise an instalment simply to end a difficult conversation. First test what remains after wages, suppliers, essential living costs, finance commitments and upcoming tax.
A plan that fails because the instalments were too high may make later negotiations harder and can contribute to firmer debt action where defaults are repeated.
Can you use the ATO online payment-plan service?
As at September 2026, the ATO states that eligible taxpayers with debt of $200,000 or less may be able to set up an online payment plan. Registered tax agents can also use Online services for agents for eligible client debts of $200,000 or less where no plan already exists. Larger, more complex or ineligible accounts generally require direct discussion with the ATO.
The $200,000 Online Threshold
As at September 2026, the ATO states that eligible taxpayers with debt of $200,000 or less may be able to set up an online payment plan.
Registered tax agents can also use Online services for agents for eligible client debts of $200,000 or less where no plan already exists.
Larger & Non-Standard Accounts
Larger, more complex or ineligible accounts generally require direct discussion with the ATO.
These require structured financial modelling, assets/liabilities declarations, and formal case officer negotiations.
Cardholder Direct Debit Rules
Only the cardholder can establish a direct-debit plan using their debit or credit card; other agent-assisted options may still be available.
While agents can structure the payment amounts, the taxpayer must provide authorization for card payments directly.
Threshold Does Not Guarantee Automatic Approval:
The online threshold is not an approval guarantee. Existing arrangements, account type, previous defaults and payment method can affect the available route. Only the cardholder can establish a direct-debit plan using their debit or credit card; other agent-assisted options may still be available.
What information may be needed?
The ATO may ask about the amount owed, why payment is difficult, income and expenses, assets and liabilities, other debts, available finance, payments already made and the proposed instalments. The level of detail depends on the debt and arrangement. A business may need current management accounts, bank balances, aged receivables and payables, and a cash-flow forecast.
Amount Owed & Hardship Cause
The exact debt balance broken down across income tax and activity statements, and a factual explanation of why immediate payment is difficult.
Income, Expenses, Assets & Liabilities
Documented personal or business revenue, fixed operating costs, property, vehicles, and commercial or personal creditor obligations.
Bank Balances & Available Finance
Recent bank statements across all accounts, credit facilities, overdrafts, and evidence of any refinancing efforts explored.
Past Payments & Proposed Terms
Records of lump-sum goodwill payments already made, and proposed instalment amounts and payment frequencies.
Management Accounts & Aged Ledgers
Current Profit & Loss, Balance Sheet, aged receivables (debtor collectability), and aged trade payables.
12-Month Cash-Flow Forecast
A realistic forward cash-flow projection proving capacity to meet instalments alongside upcoming tax bills.
What to Bring to Your Appointment:
Bring ATO statements or notices, recent bank and bookkeeping records, details of other liabilities and a realistic estimate of future income and essential expenditure. We can identify which tax accounts and periods are involved, reconcile credits or payments, and test whether the proposed instalment is affordable alongside upcoming liabilities.
What makes a payment proposal sustainable?
A workable proposal uses current figures, allows for normal fluctuations and shows how both the instalments and new tax will be funded. For a business, this may require separating GST, PAYG withholding or income-tax amounts as they arise rather than waiting for the next due date. If the cash-flow forecast shows another shortfall, the underlying cause should be addressed before an instalment amount is proposed. A payment plan is an administration tool, not a substitute for viable cash-flow management.
Current Figures & Fluctuation Buffers
A workable proposal uses current figures, allows for normal fluctuations and shows how both the instalments and new tax will be funded.
Allowing a cash cushion for seasonal lulls, debtor delays, and supplier price rises ensures instalments never default.
Real-Time Tax Quarantine
For a business, this may require separating GST, PAYG withholding or income-tax amounts as they arise rather than waiting for the next due date.
Setting up automated transfers to a separate tax savings account prevents routine operational expenses from consuming statutory funds.
Fixing Underlying Shortfalls First
If the cash-flow forecast shows another shortfall, the underlying cause should be addressed before an instalment amount is proposed.

What if you already have a payment plan?
If you are concerned that an instalment will be missed, act before the payment date. Check whether the issue is temporary or whether the whole arrangement is no longer sustainable. We can review the account, recent payments, changed cash flow and new liabilities, then assist with the appropriate ATO contact. A variation or replacement plan depends on the ATO’s decision.
Act Before the Payment Date
If you are concerned that an instalment will be missed, act before the payment date.
Contacting the ATO prior to direct-debit rejection prevents an automatic default flag and maintains renegotiation eligibility.
Temporary vs Structural Issue
Check whether the issue is temporary or whether the whole arrangement is no longer sustainable.
We can review the account, recent payments, changed cash flow and new liabilities, then assist with the appropriate ATO contact. A variation or replacement plan depends on the ATO’s decision.
Separate Interest Remission Rules
Interest remission is separate from establishing an instalment arrangement.
A remission request requires its own facts and criteria; entering a payment plan does not itself remove GIC or penalties.
Want to Request Interest or Penalty Remission?
Where exceptional circumstances affected an interest or penalty amount, our ATO penalty remission page explains the different pathways. A remission request requires its own facts and criteria; entering a payment plan does not itself remove GIC or penalties.
How Financially Up can help
We provide structured, professional tax-agent representation to structure sustainable payment arrangements with the ATO and avoid repeating cycles of default.
Identify Accounts, Periods & Components
"identify the tax accounts, periods and amounts included in the debt"
We dissect your ATO statements to clarify which parts relate to income tax, activity statements, superannuation, or accrued interest.
Check Outstanding Lodgements & Credits
"check whether returns, BAS, credits or amendments remain outstanding"
The ATO will not approve an instalment arrangement while unlodged returns remain outstanding. We audit and fast-track missing filings.
Model Cash Flow & Supportable Proposals
"review cash flow and prepare a supportable instalment proposal"
We test your trading margins and working capital to formulate instalment amounts that can be maintained alongside new tax bills.
Agent Portal Setup or ATO Liaison
"assist with an eligible online plan or ATO communication where authorized"
As your registered tax agent, we navigate Online services for agents for eligible debts up to $200,000 or negotiate directly with case officers.
Document Agreed Conditions & Milestones
"record the agreed instalments, dates and ongoing compliance conditions"
We document payment schedules, direct-debit clearing accounts, and key compliance dates so you never inadvertently breach terms.
Identify Specialist Legal/Insolvency Needs
"identify when legal, insolvency or specialist debt advice is required"
If a business faces severe insolvency or director liability, we flag early when specialist insolvency practitioners or lawyers are required.
Scope & Legal Demarcation:
If you dispute the underlying assessment, a payment plan does not resolve the tax calculation. That issue may require an amendment, objection or another review pathway. Formal legal or insolvency advice may require an appropriately qualified specialist.

No. GIC generally continues on the unpaid balance. Paying the debt sooner usually reduces the amount on which future interest is calculated.
